1 Introduction

Under increasing pressure from commercial and recreational fisheries, timely and accurate assessment and management are essential to maintaining sustainable fish stocks. In the United States (U.S.), the National Marine Fisheries Service (NMFS) is responsible “for the stewardship of the nation’s living marine resources and their habitat” (NOAA Fisheries, 2022a). Part of this stewardship involves the management of 492 stocks or stock complexes, of which 48 are currently overfished (the population size is too small) and 24 are subject to overfishing (the annual catch rate is too high; NOAA Fisheries, 2023). The Magnuson-Stevens Fishery Conservation and Management Act requires that once stocks are identified as overfished, a rebuilding plan must be put in place to immediately end overfishing and rebuild the stock to sustainable levels (MSFCMA, 2007).
