Lucas Purugganan Bersamin is the second executive secretary to be appointed by President Ferdinand Marcos Jr., succeeding Victor Rodriguez, who resigned after less than three months. Bersamin was sworn to his current office on September 27, 2022, or around three years after he retired as Chief Justice of the Supreme Court, a post he held for barely 10 months.
Bersamin was with the judiciary for more than 30 years. He left private law practice to join a Quezon City Regional Trial Court in 1986 as presiding judge, the Court of Appeals in 2003, and the Supreme Court in 2009.
He was appointed to the High Court by president Gloria Macapagal-Arroyo, for whose acquittal from plunder he would later write the ruling. His 10-year stint in the High Court was marked by other controversial decisions and votes, often seen to be leaning towards the interests of the executive and politicians. He voted to acquit of plunder former senator Jinggoy Estrada (reelected since), and to allow a hero’s burial for the late dictator Ferdinand Marcos.
