Vice Admiral Tom Rowden, Commander, Naval Surface Forces, spoke with CIMSEC about the future of surface warfare and how the surface fleet is supporting the Chief of Naval Operations’ Design for Maintaining Maritime Superiority. You are leading an effort to turn the surface navy into a more distributed force. What efforts have to be synchronized across the surface warfare enterprise to foment this transformation?
As we focus on distributed lethality I think the Distributed Lethality Task Force (DLTF) has done a phenomenal job of directing us in four areas. The first is tactics, and those tactics are focused on winning and sustaining sea control. American Navy admiral (1930–2022)
William Henry Rowden (May 12, 1930 – October 15, 2022)[1][2] was a vice admiral in the United States Navy. He was a former commander of the United States Sixth Fleet (from June 1981 – July 1983). He also served as Deputy Chief of Naval Operations (Surface Warfare) and Commander, Naval Sea Systems Command.[3] He was a 1952 graduate of the United States Naval Academy.[4] In retirement, he served as a director of the Naval Historical Foundation.[5]

Vice Adm. Thomas Rowden is a native of Washington, D.C., a 1982 graduate of the United States Naval Academy and has served in a diverse range of sea and shore assignments. Rowden earned his Master of Arts in National Security and Strategic Studies from the U.S. Naval War College.
Rowden's sea duty assignments include duty in cruisers, destroyers and aircraft carriers in both the Atlantic and Pacific Fleets. During these tours, he deployed to the Arabian Gulf, Western Pacific, Sea of Japan, South China Sea, East China Sea, Philippine Sea, Mediterranean Sea, Indian Ocean, Black Sea and Gulf of Guinea/West Africa areas of operation. He commanded USS Milius (DDG 69), served as reactor officer on USS George Washington (CVN 73); commander, Destroyer Squadron 60; commander, Carrier Strike Group 7; commander, USS Ronald Reagan (CVN 76) Strike Group; commander Carrier Strike Group 11 and commander, USS Nimitz (CVN 68) Strike Group.
