Elmar Maharram oglu Mammadyarov (Azerbaijani: Elmar Məhərrəm oğlu Məmmədyarov, IPA:[elˈmɑɾmæhæˈɾæmoɣˈlumæmædˈjɑɾov]; born July 2, 1960) is an Azerbaijani diplomat who served as Minister of Foreign Affairs of Azerbaijan between 7 April 2004 and 16 July 2020.

Early life

Mammadyarov was born in Baku, then part of the Azerbaijan SSR, on July 2, 1960. His father, Maharram Mammadyarov, was born in Nakhchivan Autonomous Republic. He studied at the School of International Relations and International Law of the Kyiv State University in 1977-1982.[1] He continued his education at the Diplomatic Academy of the MFA of USSR in 1988-1991 and obtained a PhD in History. In 1989-1990, Mammadyarov was appointed as exchange scholar at the Center for Foreign Policy Development of the Brown University.[1]

Political career

Mammadyarov started his diplomatic career in the Ministry of Foreign Affairs of the Azerbaijani SSR in 1982. He served there as second and first secretary until 1988. During 1991 and 1992,
