In the procurement area, Mr. Mishkin has represented governmental and private entities in procurement design and implementation, including development of requests for proposals, proposal evaluation, contract negotiations and drafting, bid protests, and construction claims at the federal and state levels. He has a broad range of experience with the Federal Acquisition Regulations and procurement practices under the General Services Administration’s Federal Supply Schedules. Biography:

Andrew Mishkin is a senior systems engineer at the Jet Propulsion Laboratory, where he has been involved in the development of various robotic vehicles and their subsystems for more than fifteen years. He was a key member of the team that designed, developed and finally operated the Sojourner rover that captured the imagination of the public during the Mars Pathfinder mission in the summer of 1997. He has recently written a book entitled Sojourner: An Insider's View of the Mars Pathfinder Mission. In 1997 he received the NASA Exceptional Achievement Medal for his contributions to the success of the Sojourner Mars rover. He was also selected as one of The 35 People Who Made the Year in the December 1997 edition of Vanity Fair. Mr. Mishkin is now a part of the MER Exploration Rover project that has just landed a new rover on Mars, and will be landing a second rover in about three weeks.

    Mr. Andrew Mishkin, 88, a resident of the East End section of Wilkes-Barre, passed away peacefully Thursday evening at his residence in the presence of his loved ones following a brief illness.

    His two month illness took him to the Department of Veterans Affairs Medical Center, Geisinger Wyoming Valley Medical Center and the Timber Ridge Health Care Center, all of Plains Township, prior to his passing.

    He was born in Wilkes-Barre, on January 25, 1923 to the late Nicholas and Anna (Handza) Mishkin.

    He was educated in the city schools, and was a member of Saint Matthew Evangelical Lutheran Church, North Wilkes-Barre.

    A veteran of the Second World War, Mr. Mishkin proudly served our country in the Army Air Corps as an airborne paratrooper.

    Until his retirement, he was employed in the local manufacturing and construction industries, working with the former Shelborne Electronics Corporation, Sordoni Construction Company, Kanaar Corporation of Kingston and the Chamberlain Corporation in Scranton, where he manufactured shells for the United States Army.
